JANEI HOLDER

Janei Holder is an Enterprise Strategy Advisor, government modernization professional, and candidate for Elizabeth City Council representing Ward 6. With more than a decade of experience helping public institutions improve operations, technology, and service delivery, she has dedicated her career to making government more responsive, accountable, and accessible for the people it serves.

Raised with Caribbean American roots, Janei understands the values of hard work, faith, family, and community. Those principles have shaped both her professional career and her commitment to public service. As a single mother, entrepreneur, and community advocate, she believes local government should work for every resident, not just those with connections or influence.

Janei earned her Bachelor of Arts in Political Science from Trinity Washington University in Washington, D.C., where she studied American government, constitutional law, public policy, and political institutions. She later pursued a Master of Legal Studies with a concentration in Technology at American University, combining her interests in law, emerging technologies, and responsible governance. Her graduate studies strengthened her expertise in technology policy, privacy, cybersecurity, governance, risk management, and the legal frameworks shaping modern government.

Throughout her career, Janei has partnered with federal agencies to solve complex operational challenges and modernize systems that millions of Americans rely upon. Her work has supported organizations across the federal government, including the U.S. Department of Housing and Urban Development, U.S. Department of Commerce, the U.S. Census Bureau, the U.S. Department of Labor, the Department of Veterans Affairs, the Department of Defense, the Small Business Administration, the Federal Housing Finance Agency, and the Centers for Medicare & Medicaid Services.

Her expertise spans enterprise strategy, digital transformation, organizational modernization, product management, governance, operations, technology implementation, business process improvement, and human-centered service delivery. She has helped lead complex modernization initiatives, coordinated cross-functional teams, and worked alongside executives, engineers, policymakers, and frontline staff to improve how government serves the public.

Janei is also the Founder and Principal Consultant of Polished Powerhouse,  a consulting firm specializing in government modernization, organizational transformation, strategic planning, workforce readiness, and civic innovation. Through her work, she helps organizations build more efficient, transparent, and resident-focused systems.

She holds multiple professional certifications in agile project management, product ownership, and enterprise transformation, reflecting her commitment to continuous learning and excellence in public service.

While Janei’s career has been built around modernization, she believes technology is only valuable when it improves people’s lives. Every process, policy, and investment should make government easier to understand, easier to access, and more accountable to the people it serves.

That belief inspired her to run for Elizabeth City Council.

As Councilwoman, Janei will advocate for responsive constituent services, cleaner and safer neighborhoods, fairer parking solutions, stronger housing accountability, and greater transparency in local government. She believes modernization is not the goal, it is the method. The goal is a better quality of life for every resident of Ward 6.
